  I read this article https://wordpress.com/support/transferring-a-site-to-another-wordpress-com-account/ and I am wondering if I use Elementor plugin with Business plan, does this way of transfer work?

  As it says at the top of the page you linked to:

  If your site has the Business or eCommerce plan with plugins or third-party themes installed, the instructions in this guide do not apply. Please transfer the domain(s) first and then contact us for help to move the site to the new owner.
