Site vs. Page Menus

So, say I’ve got a site and the main menu “tabs” I want appearing above the header for the site are Fruits, Vegetables, Meat, and Dairy.
Being that they’re the main menu, they appear no matter where I navigate.

    My questions start here…

If I then go to the Dairy page or category (not sure which or both), how do I get a secondary menu to appear beneath the header showing Milk, Cheese, etc.
Then, if I go to the Vegetables page/category (not sure which or both), how do I get yet another secondary menu to appear beneath the header showing Corn, Peas, Carrots, etc.

    And so on.
My inclination is to setup Pages for each of the main site categories and somehow get the corresponding menus for each to appear. Seems the most logical way. Just wondering how…

You cannot define separate menus for separate pages at wordpress.COM.

    WordPress.org too? =)

What you can do at WordPress.org is basically limited by your skill set. For more specific help on WordPress.org, you have to go to their forums.
