Site won’t load, saying the connection is not secure

Hello, I’ve just noticed that in some cases the site won’t load, the browser saying that the connection is not secure. But in some cases, by using different internet provider the site loads normally. What could be the issue?

I don’t see anything particularly wrong with https://toptemebi.wordpress.com/
What happens if you click that link?

It says :
This site can’t be reached
The webpage at https://toptemebi.wordpress.com/ might be temporarily down or it may have moved permanently to a new web address.And the reason being “connection is not secure”. Happens in every browser as I tried quite a few.

It loads normally via cell internet, I also asked some people to check and it loads for them without a problem too.

Yes, as they might be blocking traffic from WordPress.com for some reason. Since it seems to be working for everyone else, that may be the culprit.
