  I have website with 9 lacs pages, 900000 pages and i want to create a html sitemap of this website but i want do not want to show all page links on single page, there should be 1000 links on page and then option for 2nd page , 3rd page and so on

  You will see only two pages. When i use plugin to create sitemap or use a block like pagelist on a new page to get the list of pages, site crashes and i have to restart apache service.

  It seems like you might be facing difficulties with a self-hosted WordPress.org website, and not with a WordPress.com-hosted one.
