Yes, the step stating which plugin they use was specifically for a self-hosted site – however the rest of the tutorial shows useful information explaining what a sitemap is and how to submit it to google (or other search engines) – which the WordPress.com page does not explain.

That is correct, but please make sure to tell new users that there are different sorts of WordPress. Even some folks who have been around this platform for a while do not understand that.
The result is lots of people waste time trying to figure out a YouTube or tutorial or helpful-for-wp.ORG-site such as you cited and become frustrated because the dashboard is missing things, there is no way to use plugins, and so on. -
