  WordPress plugin update is available, it will be shown on the Dashboard Panel, an alert on the Plugin’s menu title, and on the Plugin List

  Not on WordPress.com. We do not have a Plugins tab on our Dashboard panel. Here’s why: http://en.support.wordpress.com/plugins/
