Small banner on homepage

    I have a client who wants to have one solitary banner on his homepage. It will not be clickable but it will advertise a local business. The site in question has not been built yet but it will be a historical heritage site of the village he lives in. Will this contravene WordPress’s terms of service on advertising? I stress it will only be one banner on a site run by a group of retirees.
