Small Caps as a pull down menu option

Howdy y’all!
As a stylistic choice, I like using small caps, especially with bulleted lists. A few years ago, it it was an option along with strikeout, super and subscript and other esoteric font options.
I asked the AI helper how to do it and it gave me the HTML code for it, but it would mean going into the code for each block and manually inserting it. Possible, but really?
I searched the forums for small cap issues and found some questions on it but all were in the 2015 range and nothing very current.
(a) Is it possible to use CSS to create a small-cap option. I don’t know how to use CSS, but would happily learn if it would mean being able to use small caps at will.
(b) Is it possible to add the small cap option back to the pull down menu along with underscore and other options?
(c) Is there another “trick” to making small caps easier and more convenient to use?
(d) Is it an issue with my theme?

I tried to edit my original message, but it would only give me the the title: “Edit: Small caps as a pull down menu option 61”, which I found curious. But it was followed by the enigmatic message, “You cannot create new messages.” The end.
If I were able to edit the message, these are the changes and additions that I would make:
WP.com: yes
Jetpack: no
Correct account: yes
And to remove the trailing “Ha” from the very end of the message. It seems to have been an aborted attempt at “have a great day.”

Thanks for that info, Jack! Normally our form tries to add those bits for you; I’m surprised it missed them. And I’m not sure what the error was about, but the Ha is delightful even if it was an accident!
I actually don’t see a small-caps option anymore. Getting it added to the list again would be non-trivial, but we could file a request and perhaps at least find out what happened to the setting.
Good news is the CSS for this is pretty easy. Is it something you’d want to do with _every_ bulleted list in your content? Or, would you just want to apply a CSS class when you want to?
For that second option, you’ll want to add a little CSS snippet like this:

font-variant: small-caps;

You’ll have to excuse me. I am a tech idiot. Seriously. There is something wrong with me when it comes to tech.
I really am trying to follow the tutorials. I promise. However, when I try following the steps to access the site editor, this is what happens at step 3:

See? There is no “edit” option in the appearance menu of my dashboard. Not in the default view or the classic view.
Two other, maybe important updates:
- JETPACK: I have it. See the above statement about being a tech idiot.
- BROWSER ISSUE ALERT: I am using the ubiquitous — yes that is sarcasm — Silk browser featured on the popular Amazon Kindle Fire. See the above statement about being on vacation and trying to avoid annoying Ma Belle Femme with excessive Internet stuff.
- CONCLUSION: This may all have to wait until I return home and can use my laptop.
Any advice that you can give would be appreciated. We’re having a wonderful time — luckily, looks can’t kill — here in our 19th century Tuscany villa cosplaying 19th century British poets — My Mary Shelley costume slays, FYI — I certainly hope you are, too.

Ah! You’ll want to use that Additional CSS link instead of going through Global Styles. I hadn’t connected that you were using a classic theme and getting instructions for the newer ones.
Then to use that style in a block, you’d do this:

Or, if you want small caps across the site every time you use a bulleted list, instead of using Global Styles, I recommend waiting until you’ve got access to a browser with an inspector. That will make all of the difference in testing to see what you like before applying anything to the live site.
