I think there’s some confusion here. There’s three different “WordPress” at play here:
1. The free, open-source WordPress software.
2. WordPress.org which is the open-source project that works on the WordPress software and where you can get the software for free to use on your own hosting provider.
3. WordPress.com which is a managed hosting provider of the WordPress software.WooCommerce is a free plugin that you can use on your WordPress website hosted elsewhere. However, you would need to pay for your own hosting for your website.
On WordPress.com, we provide free hosted WordPress sites but we limit what you can do with these sites. To gain more features and functionality like a custom domain, CSS customizations, and other items, you need to upgrade to one of our paid plans.
To install the free WooCommerce plugin, you would need to upgrade to the Business or eCommerce plans as these are the plans that allow you to install third party plugins and themes.
If you want to monetize your website, you can review the different monetization options as you may not need to use WooCommerce for your business.
Hope that clarifies things.
