Do you have either Premium upgrade or Business upgrade?
The way your themes is designed to function and set up instructions are found at https://wordpress.com/theme/sela. The live demo site link is found there too.
We cannot change the way any theme is designed to function. We can change appearance only, provided we have upgraded and undertake CSS editing.
You require either a Premium upgrade or a Business Plan upgrade https://wordpress.com/pricing/ to edit the CSS on any site hosted by wordpress.com.
Note 1: If you have the required upgrade you can use this link https://en.forums.wordpress.com/forum/css-customization#postform so you can create a thread that will appear in the CSS Forum where you will get the help you need with CSS editing.
Note 2: You can also post there prior to purchasing an upgrade to get an answer to whether or not what you want to do can be accomplished via CSS editing.

This wouldn’t be a CSS related issue, this is a theme functionality issue.
The way this theme is set up you would not be able to add social media icons to the top menu bar. What you could do is add links to the menu and have the links go to your social media pages.
Go to your Customizer -> Menus, go to your Primary Menu, click Add Items, then create a Custom Link to your social media page. Click Save.
Though not ideal, this is an effective way to have social links in your top menu, you could also set them as child menu links off of a parent ‘Social’ link.
See here for some information about how to setup menus: https://en.support.wordpress.com/menus/

You can move the social links with some custom CSS:
.social-links { position: absolute; top: 50px; right: 100px; }You may want to adjust this on smaller screens; let’s start with this and you can tell me how you like it.
