WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. This is the wordpress.COM the version https://wordpress.com/themes/soho/ and it cannot be transferred to a self hosted wordpress.ORG site.

I believe the charge of $149 applies to purchasing a premium bundle at $99. plus the $49 for the premium theme.
