  I want to add new plug-ins and upload from my android phone but WordPress asked me to upgrade to business plan to install plugins but I cannot to upgrade because of I don’t have any money at my card to pay for the upgrade business plan so please help me to install the plugins by personal free plan?

  There are limits to what you can do with a free plan. Many popular plugins are pre-loaded. To add your own to a WordPress.com site would require an upgrade to the Business plan.
