  Some asshole opened an account with my email address in a fraudulent way. Why can’t I close it. Thanks asshole.

  If someone had access to your email address and the password you use to access it, then you should immediately change your password for that address.

  If someone used your email address, using your password, to set up a website on WordPress.com without your authorization, then you should be able to access the account with a request for password recovery:
  http://en.support.wordpress.com/account-recovery/#password-reset-process. Once you do that, then you should have control of the account.
