some one tried to create users out of my knowledge twice.

    I want to stop any users being created or anyway where if users are created it needs my approval over mail

    Hi there,

    If you are already on a Legacy plan (business or e-commerce plan) then simply you can install ‘New User Approve‘ plugin to achieve this goal.

    If you have the free plan, you will need to upgrade to the Pro plan and then you can install the plugin mentioned above.

    To stop new user registrations on a WordPress software install, you should be able to turn them off at WP-Admin ->Settings ->General
