Some page has Custom CSS on Editor some doesn’t

    I manage webpages for customers, some page has in-built css editor inside the appearance editor, some doesn’t.

    What triggers the Custom CSS to appear?

    This one doesn’t have a custom CSS section.

    This one does have Custom CSS section at the bottom.

    The blog I need help with is: (visible only to logged in users)
