  From what I understand I can’t upload themes onto a page I host on wordpress.com right?

  Also ıf I wanna host a blog somewhere else, how do I do that?

  The blog I need help with is: (visible only to logged in users)

  That is correct, we cannot upload themes here. If you have CSS editing experience, there is the paid CSS upgrade which allows you to edit the CSS for the themes here to change the style and look of the theme, but it does not allow changing the functionality. Since CSS is theme specific you also cannot paste the CSS from one theme to another theme here. It will break the blog.
