    Hi there,

    Can you tell us a bit more about what you are setting up? Are you trying to design sites for clients or did you have something else in mind? Under your WordPress.com account, you are welcome to host as many sites as you wish. Also if you are creating sites for clients, you can direct them to create the site and then invite you so that you have admin access. This can sometimes make handing off the site easier after the job is complete. https://en.support.wordpress.com/invite-people/

    It is not possible to upload 3rd party themes or plugins on our free WordPress.com sites, but you can do this by upgrading the site in question to our Business plan, which will offer our managed hosting with incremental backups, SFTP and MySQL access, malware scans, as well as plugin/theme uploads.

    If you are building sites for clients, another option is to have them purchase the Business plan for their site (and give you access as admin to do the work you need) and then your client can manage the cost directly, and would also have access to our in-house WordPress site support so they do not need to use you as their primary support contact.
