Somebody’s “test blog” has the name I’d like to use

Somebody has a “test blog” created in 2009 with a name I’d like to use.
It seems the owner just set up the name “at random” and is not actually using the name.
What can I do to see if I can take over that name for my actual (not test) blog?

You can’t “take over” anything – you need to get the blog owner to transfer it to you by contacting them – the only way is to leave a comment on the blog in question and hope they respond to your request. The WordPress.com staff will not take a blog away from anyone nor will they release contact information to you about the blog you want.
-
Also keep in mind that it may not be a test blog. A name is used for other purposes: a person signs up for an account, either to be able to be invited to view a private blog, to be an editor or contributor, or in order to use the API key with a wp.org account.

What if it’s a blog that they deleted? They certainly aren’t using the name, but it’s still taken.
