Someone interested in maybe signing up

  They are concerned because someone told them they can have their accounts shutdown. Can you help me help them to remove this fear?

  Fear of what? WordPress.COM blogs are suspended only when people breach the Terms of Service. See https://en.support.wordpress.com/suspended-blogs/

  Otherwise, blogs remain online unless or until the username account that registers them deleted them. https://en.support.wordpress.com/delete-site/

  I am 100% in agreement with you and do have positive experiences with them too but this is what they are having an issue with thinking that it is not owned by you and can be taken down anytime.
