Someone is using their WordPress account to constantly harass me. I want them to leave me alone.

Is there some way to block someone from commenting on my blog? Someone continues to use their WordPress account to write articles about me and to comment on my blog. I have put their IP address, their name and email address on my block list but I still have to see their comments in my moderation queue. Is there any way for WordPress to step in and prevent them from doing any of this? I feel as if this guy is stalking me at this point. He just won’t leave me alone. Please help me. At this point, I feel he is obsessed with me to a dangerous level. His interest doesn’t appear to be out of any legitimate disagreement- just obsession and a terrible hatred. He creeps me out.
