WordPress.com is a free hosted blog site. Unless you want to pay for the upgrades or/and premium themes. All the themes other than those are free.

Sometimes WordPress.COM sticks the ads for the upgrades such that some people think the upgrade is “required” for a blog – unless you need a custom domain name, video hosting (you can embed things like youtube for no extra charge) – then you are good to go – just start blogging
