  why can’t I give my site an address/ domain I already own??

  At this time, WordPress.com hosting doesn’t support international characters in domain names. There’s a note on that here: https://en.support.wordpress.com/domains/map-existing-domain/#internationalized-domain-names

  You can likely use it on another host and install the WordPress.org software, but WordPress.com hosting doesn’t have the capability to use that, sorry!
