The Admin login link to the dashboard for every blog hosted by wordpress.COM is:
http://NAME_OF_BLOG.wordpress.com/wp-admin/
* You will have to replace “name_of_blog” with your actual blog’s name in that URL.
Dashboard > Media > Library
http://NAME_OF_BLOG.wordpress.com/wp-admin/upload.php
* You will have to replace “name_of_blog” with your actual blog’s name in that URL.

I agree that optimizing and pre-sizing every image to fit the space it is destined to be displayed in prior to uploading is definitely the way to go. https://onecoolsite.wordpress.com/2012/03/26/cropper-or-proper-image-preparation/
