  No, I don’t think this is spam as your site is private and when any other user visits your site and click on request to invite link then you got this email to approve the user if you will approve then only that user can see your site.

  I’ve checked our system and the email you received was sent by WordPress.com. If mgslager is not someone you are familiar with, you can choose whether to give them permission to view the site or not.
