  You can report blogs here: http://en.wordpress.com/abuse/ just click the appropriate option, provide the link, and given an explanation. Alternatively go to the blog and hover over the blog name in the black admin bar (if there isn’t one, then the blog is NOT wordpress.COM so they can do nothing about it so DO NOT report it at the above link), and then press report content.
