Spammer keeps returning

I have removed a spammer to trash but they have returned, how can i block him/her, you can see the last comment at this post.
The blog I need help with is: (visible only to logged in users)

Set the blog up for comment moderation. http://en.support.wordpress.com/settings/discussion-settings/#comment-moderation Allowing anonymous commenting is like throwing out a welcome mat to spammers. Don’t do it! Then know you mark any comment as spam when it is spam. Unapprove that comment and mark it as spam.

We cannot block or delete subscribers from public blogs. Everyone on the internet can view and follow any public blog. That is in fact what the public designation means.

IP’s have not been unique for nigh onto 15 years Harry. During that time ISPs have placed hundreds of us in the same IP block to save money. So entering the Ip into a blacklist will result in blocking legitimate commenters. Moreover, many of us have dynamic ie. ever changing Ips. Add to that the fact that spammer have the ability to use a new IP in the wink of an eye.
