I did upgrade. And can’t seem to figure it out.
What my question is:
Is there a way to build an eccomorce site without paying the $750? Like what if I don’t like the site? What if I don’t want it after I’m done? I need to see what the capabilities are before I purchase anything for $750. How can I do this?

The Business plan is cheaper than the eCommerce plan and you do have the option to pay monthly installments. Although paying monthly does reduce your refund window to within 7 days of purchase.

Can I use the business site just like the e-commerce website? Can I add a store and sell products and services on it? What is the difference then between business and e-commerce?

Yes @themagicrobot is correct about that, and I’m also happy to confirm.
With the Business Plan you can upload any plugin or theme “designed for WordPress” and that includes any ecommerce plugin. We have many ecommerce sites on WordPress.com that use the Business Plan so it’s definitely not an issue.
To clarify further, the eCommerce plan is different in that it ads a lot of extra functionality that is helpful if you have a large ecommerce site operating at scale, or sites that do a lot of global business and need to integrate with several payment processors and shipping options globally. If you’re just starting out though it’s likely more than you need.
Also if you start with the Business Plan, and down the road decide to level up to the ecommerce plan we just charge you the difference in cost (between the two plans) so there is no money lost in switching.
