Spectrum: Pages or Posts?

I am attempting to set up a website, not a blog.
Do I create a page for each area of the school (e.g. about us, elementary, secondary, international, news, etc), with children pages for each section of related info? Or do I think of each of those areas as a *category*, and create “children” via posts in each category (e.g. the 7 bits of info under ‘about us’ would each be a post)? Could I then sticky each page/first post in a category to the home page? …
Would it ultimately make any difference? I think it must, but I am having trouble figuring out what the difference would be, and which direction would be the best way to organize the site and the best get me where I’d like to go.
I hope that makes sense…?!

The biggest difference it will make is that if you use Posts/Categories to organize, your blog will have much higher visibility on Google. You can just use a custom menu to lay out the organization any way you want. Pages are practically invisible to search engines.
