Spl. Chars not encoded for Twitter when poster via WLW

I use Windows Live Writer (WLW) to Blog and as per the newly introduced ‘Publicize: Twitter’ feature, our posts will be pushed onto our Twitter timelines.
What I’ve noticed is that if I use special characters in my blog post title, they show up as un-encoded strings in my Twitter timeline. i.e. their character entities are displayed instead of the actual characters.
For example, if my blog title is ‘Test Post II’ – From WLW – 2 Chk Publicize:Twitter , it gets published onto my twitter timeline as
posted to WP.com: & lsquo ;Test Post II & rsquo ; & ndash ; From WLW & ndash ; 2 Chk Publicize:TwitterNotice that ' & ' are displayed as & lsquo ; & & rsquo ; and - is being displayed as & ndash ; (without the spaces)
The problem manifests only with WLW since a post with similar title through WP.com's post editor comes up nicely on twitter. Should I change my WLW settings? Any help will be appreciated. Thanks in advance.
