Splash page on .com site?

    Hi All!
    How can I add a splash page on my wordpress.COM site without changing the current homepage to static or moving to .org?

    I am using the “Untitled” theme. My current HP is the dynamic list of blog posts.
    I’m OK with changing themes if it solves my problem.

    Splash page for my blog content is now a legal requirement in my country. If there’s no way, then I’ll just have to migrate from WordPress to another blog host, which I’d rather not.
