Spreading menu items across the bottom of the banner at the top of the page

My menu does not work the way that I would like it to. It has one drop down that holds the different subheadings vertically when you click on it. The effect that I am looking for is to have several first-level menu items exist across the bottom of the banner on my page. Then, if anyone would hovor or click on one of them, a set of drop downs would drop down to secondary headings etc. Then if someone hovered over one of those, further headings and ultimately pages could be found. (Does that make sense?) Thanks, B. (Bill Brown)

I’m not sure I follow. What you describe is exactly how the menu on your site currently works:
Note that submenus will only appear on hover. If you click on a menu item, it will open that particular page instead.
If you mean that you don’t want the top-level items to open a page at all, edit your menu, remove the Page item from the menu, and replace it with a Custom Link item. Give it the label you want to appear in the menu, but just add a
#character in the URL field:https://wordpress.com/support/menus/#menu-items-without-links
