  hi, i need to make my own personal blog,
  i have a layout, some free template
  but i wanna edit it
  how can i?
  because i dont have any server, and i dont wanna spend money yet, (i wanna lear first)
  i n eed ulpoad that layout to the internet, and then see how to edit it…
  but i wanna upload it first

  can anybody help me?

  You cannot upload templates (themes) here at wordpress.com. You are limited to the themes listed under design > themes in your dashboard.

  By the way, from another thread you posted in, you are not hosted here at wordpress.com, but self-hosted, and as you were told in that thread, you need to inquire over at http://wordpress.org/support/ as the software you are using is different from here.
