  All WordPress.com hosted websites have SSL certificates automatically installed.

  Yes, all WordPress.com sites have SSL certificates installed by default. If, however you have a self-hosted WordPress.org site you will have to take care of this on your own. Your hosting provider may be able to help you with the installation.
