SSL has not been applied, it has been weeks.
I’m afraid that is how it will stay unless you upgrade from free to a paid plan and correctly connect your domain to your WordPresss.com site.

What is the domain?
If you’re using the open source version of WordPress hosted at Namecheap, you need to set up a SSL certificate on their servers. You’ll need to ask them whether their systems are compatible with Let’s Encrypt certificates, or if they require you to use another type of certificate.
All sites hosted with us on WordPress.com have https enabled by default, via certificates issued by Let’s Encrypt. If you want to use your own domain for a WordPress.com site instead of the free example.wordpress.com address, the only way to do that is by using our domain connection upgrade included in our paid plans.
We don’t support connecting your own domain to a WordPress.com site using redirects or domain masking, and we can’t issue a SSL certificate for your domain if you choose to connect it using a method like that, as we have no control over the domain in that case.
