This is the support forum for those who have the wordpress.COM free plan. Help! Getting WordPress.com Support https://en.support.wordpress.com/help-support-options/
All sites with upgraded plans like yours include access to live chat support. https://wordpress.com/help/contact At times when all operators are busy or unavailable, you’ll be able to get through to private email support.
Have you tried using live chat support?

We just want a different theme, something more current with a different look. We will be taking new photos of the business, as well. So, ideally we’d like to “go-live” with a new site without downtime. Would like to work in the background and get the whole site ready without a maintenance page, and then flip the switch when we are ready to push the new site and content.

Hi obitetti –
Thanks for those details, it’s helpful to understand exactly what you are looking to do.
As part of your business plan, there’s priority live chat support available to you 7 days per week. Of course, we are happy to help you here in the forums. Being asynchronous by nature though it’s going to take a bit longer versus using live chat support. If you want to strike up a chat with us head over to https://wordpress.com/help/contact/ to get started.
It won’t be possible to do this with ZERO down time for the site. I think the best option to reduce the amount of down time is to use something like this:
