  I want to work on another theme on a live site. Can I create a staging site to do that in a wordpress.com site?

  You can create as many free sites on your account as you wish. If you want, you can use this guide to start a new free site and use that to work with that other theme: https://wordpress.com/support/create-a-blog/#adding-a-new-site-or-blog-to-an-existing-account

  I forgot to add that we do not offer a staging environment.

  May I also ask which theme is it you are wanting to try?
