  Once I’ve set one up, can I start a new blog? Sorry if this is moronically simple, but I’ve clicked everything several times and don’t see this option.

  Nope, it’s one blog per username.

  Nope. I believe the rules state one blog per email address. You’d have to apply for another blog using a different email addy.
