start my website with arabic directory /ar

  I would like my website to start in Arabic. I already have a directory for it but the user needs to click on Arabic to change the language. I want it to start with Arabic instead. I noticed that when Arabic is clicked on the URL is changed to /ar.
  I tried to redirect it permanently in Bluehost but it caused some issues in the layout of my website. Is there a way for me to change the URL to start with /ar?
