Back in 2011, I started a blog with an email address that has long been closed. I can’t recover the PW because the email address associated with that blog no longer exists. I do not have the PROOF of ownership of the blog that the system asks for.

You must be able to prove ownership of the blog in order to recover the account. It sounds like you’ve already seen this, but here is the link to the support article on account recovery: https://en.support.wordpress.com/account-recovery/#account-recovery-form .
In order to gain access you’ll have to complete the account recovery form and send it to Staff so that you can be contacted via email.
Account recovery procedures are in place due to the privacy policy, so WordPress.com Staff cannot breach the privacy policy and provide log-in information. You must provide proof of ownership before you’ll be able to gain access to the account.
One tip – if you paid for any kind of upgrade with PayPal, you may be able to reach out to PayPal for the transaction ID.
