Starter Plan – Changing Theme Colors

Am I correct in finding that simply changing the colors of a free theme is considered a premium feature still not included in the Starter plan?
If this is the case (ridiculous), will purchasing the ‘premium theme add-on’ allow me to adjust style settings? Or does that only give me access to use premium themes and the Starter plan still won’t allow customizing?

I have the same question; I’ve apparently wasted days designing the website and altering seemingly minor details like color and photos gives me the warning: You have premium add-ons to your site. Are you kidding!!!

Hi there, To edit or change theme Styles you would need to upgrade your WordPress.com site to Explorer.
If you’re finding you don’t need all the features of the Explorer plan, it might be possible to edit Styles by adding the CSS Add-on to your site.
Every WordPress.com upgrade has a refund available for a certain period after purchase if you can’t accomplish what you want. https://wordpress.com/support/refunds/
