Starter site upgrade and custom domain: possible to transfer to a new WordPress.

I am working with a client to create a website on WordPress.com. She has already paid for the Starter upgrade on the site, and a custom domain registered through Hover.com has been connected to the site.
The current site is a one-page placeholder site, meant to display her basic business information while the full site is under development. I am about to create a second site under her WordPress.com account, which will become her permanent site.
Questions:
1) Once the permanent site is ready to go live, can the Starter Site upgrade be transferred from the first site to the new permanent site?
2) Assuming that the answer to (1) is ‘yes’, will it be possible to disconnect the custom domain from the placeholder site and connect it to the upgraded permanent site?

The answer to both of your questions is yes. We can move both the domain and the Starter plan to a different site. Feel free to let us know when you’re ready to move. We’ll need to know the WordPress.com site address where the plan and the domain will need to be moved to.
