starter template for a wordpress site

I think this website http://www.jhill.xyz is a WordPress template. Can you confirm that? I want to do something like it and I am wondering if I should use WordPress. I have my name as a domain and a Godaddy account. It is my understanding that you can build a web site in wordpress and then FTP it to the GoDaddy server.

What you’ve described is the WordPress installation that uses a hosting provider. For help with this type of site you’ll want to post on wordpress.org/support/
A self hosted WordPress installation is different from a WordPress.com hosted site (here). This guide has more details: https://en.support.wordpress.com/com-vs-org/
