Hi there,
It depends on what you need. Can you please provide more details on what exactly you are looking for?
You can see the features included in the WordPress.com Premium Plan here:
https://wordpress.com/pricing/
Note that we don’t offer FTP access on ANY plans on WordPress.com, and if you are using plugins or third party themes on your GoDaddy site, you will not be able to use them on WordPress.com Premium – plugins and custom themes can only be used here as part of the Business Plan.

Oh. Thank you for the clarification on the plugins and custom themes. So your saying i would be bound by the themes available on wordpress.com and any with regard to plugins, will there be similar features or plugins included in the themes??
I use event calendar, google maps, beaver builder and a contact us form plugins currently. How would i get those features on a wordpress.com site?

Correct, you will only be able to use the themes available at My Site ->Themes, but with the Premium plan you will have access to all premium themes in addition to the free ones.

Plugins are not related to the theme at all. We have many features you’d usually add using plugins, like spam protection, sharing buttons, related posts, etc. built into WordPress.com. But you won’t be able to add your own plugins like you can on a self-hosted site or on the Business Plan.

We don’t have any page-builder functionality on WordPress.com, but all the other items you mentioned are already supported:
By the way what is FTP access?
Direct access to your site’s source code files on the server. So you cannot edit your theme’s HTML, CSS, PHP and JavaScript files directly on WordPress.com.
