  Well your blog should already be created when you created an account here and choose the “Give me a blog” option. If you didn’t do that, just revisit the main wp.com page and click on the “Create a blog” link. As to a guide, there’s a couple of links in teh FAQ sticky that should give you a guide to get you going.
