Site deletion is a permanent and irreversible act and there are multple warnings to that effect that one has to ignore to delete any wordpress.COM blog. https://en.support.wordpress.com/delete-site/
I am sorry but you cannot register a deleted blog URL. No one can use a deleted blog URL regardless of who registered it. Deleted blog URLs are not recycled here and you can confirm by reading:

http://en.support.wordpress.com/recycling-blog-names/However, you can register another blog with a similar name. http://en.support.wordpress.com/register-a-blog/
Or you can register a domain via a domain mapping upgrade and it will not matter what the underlying .wordpress.com address is.

If you are willing to wait rather than doing this yourself http://en.support.wordpress.com/empty-site/ then Staff can empty the whole blog for you. That will remove all data including posts, pages, tags, categories, comments, and uploaded files and once deleted, the data cannot be recovered.
If you are sure you want Staff to proceed, and you are prepared to wait then type modlook into the tags in the sidebar of this thread for Staff attention and post again into this thread to:
(1) confirm the URL of the blog you want them to empty;
(2) confirm that you know content deletion is irreversible.IMPORTANT NOTE: Deleting blog content does not remove it from the SERPs (search engine page results). Google and Bing only clear their caches of deleted indexed content that produces a 404 (page not found) every 3 – 6 months.
