  I want to delete my site, keep my site name and url and start over

  Hi there. Then you definitely don’t want to delete your site, merely empty it. (Deleting a site means deleting the content AND the URL).

  You can easily clear your site of all content by following the instructions here: http://en.support.wordpress.com/empty-site/

  Note that you can’t reset your theme, customisations and settings to the default. You’ll have to change every one of those settings manually.
