  If I delete my current site, will I be able to create a new one complete with a different domain name and username?

  Hello,

  Yes, you will be able to create a complete new site with new address; regardless you choose to delete your existing site or leave it as is.

  The other way you might be interested in might be to empty all the content from your existing site; since you mentioned ‘Starting over’.

  Also, in case you are sure you don’t want to keep your existing site you can delete it.

  P.S: Deleting a site permanently removes it and you’ll never be able to re-use its WordPress.com address

  To use a new username, you’ll either need to create a brand new account (you can do that without deleting this account or any sites in it), or you can just change your username to something else:
