Starting up a new site…

I am new to all this and I was wondering if someone or a few people could help me. I was going to start up a wordpress account of http://www.wordpress.com and turn it into a website thing, However i have no idea how to do this. If possible I was wondering if anyone could help me the kinda look I want to go for is like this site:

start up a test blog – they are free so you can experiment any way you like. Readers will come later when you go on to the real thing. Doesn’t matter if you make a mess of it.
