Static Front Page Problem

I’m trying to setup a static frontpage. I went to settings > reading > and set it up there as per the instruction below:

It’s working on many of my themes, but not on the one I want to use. I’ve looked in index.php but can’t figure it out.
What is missing from that theme that prevents it from working? -

Hi, I’m fairly new to WordPress.com, but I’ve wrapped my head around things except for the static front page thing. I’ve set it up properly except my problem is that it won’t hide the “Welcome to..” page that I’ve created to show on the home page.

I want to possibly hide it without showing like how the Freshy theme does it. Is it possible? Or is there another theme, besides Freshy, that does this?
