Static Front Pages on WP.com ?

A potential client has written me to ask about how to go about designing a unique WP.com website. He knows he’ll need to pay for the upgrade to work on CSS related changes. However, he would also like to do more unique things like having having a static front page to display the latest post.
Is this possible in hosted WP.com sites? I manage several self-hosted sites, so I don’t have an immediate answer for him.

All wordpress blogs can have static front pages do the answer is “yes”. WordPress.COM and wordpress.ORG run on different software. See here please > http://support.wordpress.com/com-vs-org/
We cannot add themes at wordpress.COM, we are limited to the themes found in the dashboard under appearance > themes. Themes found on the internet are for self-hosted wordpress blogs using the software from wordpress.ORG.

http://en.support.wordpress.com/com-vs-org/If you have CSS editing experience, you can get the paid custom CSS upgrade and renew it annually. It will allow you to stylize the appearance of themes you find here > Appearance > Themes, but it does not allow you to change the functionality, by editing the underlying template. It does not allow you to remove footer links to the theme designer or to wordpress.com. Also note that CSS is theme specific, so you cannot use the CSS stylesheets from other themes with the themes here at wordpress.COM.
Since there is no official Staff support for the CSS upgrade, and precious little Volunteer support, I recommend that you don’t buy the upgrade unless you have at least moderate understanding of HTML and CSS because you must be prepared to do the work on your own.
If you are considering purchasing the upgrade, you can go to Appearance > Edit CSS. There wordpress has provided a preview function where you can try before you buy.

The new Toolbox theme (basically a blank slate) here has a lot of HTML5 and CSS3 bells and whistles, but I kind of doubt it has the ability to show posts by category on the main page, or to limit the main page to just showing the latest post. You can set the post related pages to show only a single post, or as many as you want, but that setting also affects the categories, tags and archive pages, so if you set it to display only one post, those pages would display one at a time as well.
The Duster theme has a “showcase” page. You might check out the demo page for it and take a look.

I should back up a little. With Duster, you can hide all but the “showcase” post on the main page through the CSS. The client would have to “unstick” the current post and then “stick” the new post each time they published a new post.
As far as showing latest posts from different categories on the main page, that cannot be done here.
